MINUTES

 

February 1, 2007

 

The regular meeting of the Ontelaunee Township Board of Supervisors was called to order at 7:00pm by the board Chairman William Klein, in the Ontelaunee Township building, with Board Supervisors Kenneth Stoudt and Raymond Ernst present.

 

Additional Meeting Attendees:  John T. Wertz, Solicitor

                                                            Scott Reeser, Code Enforcement Officer

                                                            Mark Stabolepszy, Engineer

                                                            Alexis A. McCutcheon, Secretary/Treasurer

                                                            Officer Drazenovich, NBRPD

 

Motion made by Raymond Ernst, seconded by William Klein to approve the Regular Meeting Minutes from January 4, 2007.  Vote 3-0.

 

BUSINESS FROM FLOOR

 

Elite Fuel Service – Curvin Swartzentruber discussed possible rezoning of 212 Slater Rd from A-1 to Commercial.  Board directed Mr. Swartzentruber to submit a formal letter stating his intents to the Board of Supervisors.

 

Unison – Jason Ostrowski William Klein made a motion seconded by Raymond Ernst to enter into agreement of terms and principle with Unison to sell the lease of the cell tower to Unison.  Vote 3-0.

 

CORRESPONDANCE

 

Brenntag Holding Tank Agreement – Kenneth Stoudt made a motion seconded by William Klein to approve the Brenntag Holding Tank Agreement.  Vote 3-0.

 

Berks Transfer – Kenneth Stoudt made a motion seconded by Raymond Ernst to sign the permit renewal application for construction demolition.  Vote 3-0.

 

REPORTS

 

January 2007 Real Estate Taxes collected by Donna Lash $3,128.72

January 2007 Per Capita Taxes collected by Berks EIT $155.59

Raymond Ernst made a motion, seconded by Kenneth Stoudt to accept reports.  Vote 3-0.

 

POLICE

Officer Drazenovich presented the January 2007 Northern Berks Regional Police Report.

 

ROADMASTER

 

Kenneth Stoudt presented Roadmaster Report for December 2006.

 

ENGINEER

 

William Klein made a motion seconded by Raymond Ernst to approve the Final Plan for Willow Glen North.  The plans will not be released until all three stipulations are met in the letter from SSM.  Vote 3-0.

 

Kenneth Stoudt made a motion seconded by William Klein to reject the Willow Creek Farms plan unless a time extension is received by 2/11/07.  Vote 3-0.

 

Kenneth Stoudt made a motion, seconded by Raymond Ernst to authorize John Wertz to amend the Traffic Impact Fee Ordinance.  Vote 3-0.  A public meeting will be held to approve the ordinance on February 21, 2007 at 6:00 PM.

 

Raymond Ernst made a motion seconded by William Klein to approve Change Order #1 for the 2006 Roads Project.  Vote 3-0.

 

Raymond Ernst made a motion seconded by William Klein to approve EJB application # 1 for Roads Project 2006 in the amount of $52,306.65.  Vote 3-0.

 

Raymond Ernst made motion seconded by Kenneth Stoudt to approve the final escrow release of $7,500.00 to Steve Moyer Subaru.  Vote 3-0.

 

SOLICITOR

 

Kenneth Stoudt made a motion seconded by Raymond Ernst to approve the sewer agreement between Schuylkill Valley School District, OTMA and Ontelaunee Township for the new township building.  Vote 3-0.

 

CODE ENFORCEMENT

 

Scott Reeser presented the Code Enforcement Officers Report.

 

The estimated construction value of permits for January 2007 is $2,188,077.00 with $14,575.40 assessed in permit fees.

 

Kenneth Stoudt made a motion seconded by William Klein to authorize Bursich Associates and SSM to research the township zoning ordinances and provide suggestions to update the ordinances.  Vote 3-0.

 

FIRE COMPANY

 

Mark Haas, Fire Chief presented the January 2007 Chief’s Report for the Union Fire Company No.1 of Leesport.

 

FIRE MARSHAL

 

Scott Reeser presented the January 2007 Fire Marshal’s Report.

 

NEW BUSINESS

 

Kenneth Stoudt made a motion seconded by William Klein to approve Kinsley payment application #8 in the amount of $216,288.71.  Vote 3-0.

 

Raymond Ernst made a motion seconded by William Klein to approve Bognet payment application #6 in the amount of $20,820.00.  Vote 3-0.

 

William Klein made a motion seconded by Raymond Ernst to approve The Warko Group payment application #7 in the amount of $53,050.50.  Vote 3-0.

 

Raymond Ernst made a motion seconded by Kenneth Stoudt to approve B&B Pole Buildings payment application #1 in the amount of $30,127.50.  Vote 3-0.

 

Kenneth Stoudt made a motion seconded by William Klein to approve Change order #14 in the amount of $2,370.00.  Vote 3-0.

 

Kenneth Stoudt made a motion seconded by William Klein to approve Change Order #15 in the amount of $7,032.00.  Vote 3-0.

 

New complaint forms were distributed to the supervisors.

 

Township will call Telco to check on looping at Rt 61 and Snyder Rd.

 

Barbara Kies cannot serve as an auditor while on the Ontelaunee Township Municipal Authority Board.

 

EXECUTIVE

 

The Board of Supervisors entered executive session at 9:49 PM and adjourned the executive session at 10:28 PM.

 

 

ADJOURNMENT

 

William Klein made a motion seconded by Kenneth Stoudt to adjourn the monthly meeting at 10:29PM.
