MINUTES

 

April 5, 2007

 

The regular meeting of the Ontelaunee Township Board of Supervisors was called to order at 7:00pm by the board Chairman William Klein, in the Ontelaunee Township building, with Board Supervisor Kenneth Stoudt present.  Raymond Ernst was absent.

 

Additional Meeting Attendees:  John T. Wertz, Solicitor

                                                            Scott Reeser, Code Enforcement Officer

                                                            Mark Stabolepszy, Engineer

                                                            Alexis A. McCutcheon, Secretary/Treasurer

                                                            Officer Dillman, NBRPD

 

Motion made by Kenneth Stoudt seconded by William Klein to approve the Regular Meeting Minutes from March 1, 2007.  Vote 2-0.

 

BUSINESS FROM FLOOR

 

TH Properties – At 8:00 PM the floor was opened for the public to ask questions to THP.  No comments from the floor.  William Klein made a motion seconded by Kenneth Stoudt to close the public question and answer session at 8:30 PM.  The Conditional Use Hearing will be continued on May 3rd at the Supervisors Meeting.

 

 

REPORTS

 

March 2007 Real Estate Taxes collected by Donna Lash $47,421.80

March 2007 Per Capita Taxes collected by Berks EIT $2626.83

William Klein made a motion, seconded by Kenneth Stoudt to accept reports.  Vote 2-0.

 

POLICE

Officer Dillman presented the March 2007 Northern Berks Regional Police Report.

 

ROADMASTER

 

Kenneth Stoudt presented Roadmaster Report for March 2007.

William Klein made a motion seconded by Kenneth Stoudt to approve the purchase of an aluminum toolbox for the Chevy.  Vote 2-0.

 

ENGINEER

 

William Klein made a motion seconded by Kenneth Stoudt to reject the Willow Creek Farms plan unless an extension or withdrawal letter is received, a response has yet to be received regarding SSM review letter.  Vote 2-0.

 

Kenneth Stoudt made a motion seconded by William Klein to approve The Harvest escrow release #11 in the amount of $92,379.63.  Vote 2-0.

 

Kenneth Stoudt made a motion seconded by William Klein to approve Willow Creek Rd Culvert Replacement change order #1 in the amount of $3,869.00  Vote 2-0.

 

Kenneth Stoudt made a motion seconded by William Klein to re-approve the New Township Building Land Development Plan.  Vote 2-0.

 

SOLICITOR

 

 

CODE ENFORCEMENT

 

Scott Reeser presented the Code Enforcement Officers Report.

 

The estimated construction value of permits for March 2007 is $1,664,587.00 with $11,451.60 assessed in permit fees.

 

 

FIRE COMPANY

 

Mark Haas, Fire Chief presented the March 2007 Chief’s Report for the Union Fire Company No.1 of Leesport.

 

FIRE MARSHAL

 

Scott Reeser presented the March 2007 Fire Marshal’s Report.

 

EXPENDITURES

 

William Klein made a motion seconded by Kenneth Stoudt to approve expenditures in the amount of $273,598.88.  Vote 2-0.

 

OLD BUSINESS

 

William Klein made a motion seconded by Kenneth Stoudt to sign the Easement and Assignment Agreement to sell the Cell Tower lease to Unsion.  Vote 2-0.

 

NEW BUSINESS

 

Insulation for the pole building will be put out for bid for the May Supervisors meeting.

 

Kenneth Stoudt made a motion seconded by William Klein to approve TMI payment application #5 in the amount of $82,450.50.  Vote 2-0.

 

William Klein made a motion seconded by Kenneth Stoudt to approve The Warko Group payment application #8 in the amount of $69,645.60.  Vote 2-0.

 

William Klein made a motion seconded by Kenneth Stoudt to approve Kinsley payment application #9 in the amount of $105,334.32.  Vote 2-0.

 

Kenneth Stoudt made a motion seconded by William Klein to approve The Warko Group payment application #9 in the amount of $22,606.20.  Vote 2-0.

 

William Klein made a motion seconded by Kenneth Stoudt to approve TMI Commercial payment application # 6 in the amount of $19,655.90.  Vote 2-0.

 

Kenneth Stoudt made a motion seconded by William Klein to approve Kinsley payment application #10 in the amount of $198,785.69.  Vote 2-0.

 

Kenneth Stoudt made a motion seconded by William Klein to approve B&B Pole Buildings payment application #3 in the amount of $59,595.37.  Vote 2-0.

 

Kenneth Stoudt made a motion seconded by William Klein to approve Change order #17 in the amount of $22,732.85.  Vote 2-0.

 

Kenneth Stoudt made a motion seconded by William Klein to purchase a mailbox for the new township building.  Vote 2-0.

 

Kenneth Stoudt made a motion seconded by William Klein to purchase a new printer and fax machine for the office.  Vote 2-0.

 

Kenneth Stoudt will be contacting Chief Eaken to discuss painting vascar lines and stop bars in the township.

 

Kenneth Stoudt made a motion seconded by William Klein to authorize the Northern Berks Regional Police Department to install the necessary communication equipment as required at their own expense.  (i.e. internet)  Vote 2-0.

 

The Supervisors do not feel John Shermot should receive compensation for shoveling part of Snyder Rd.  The Supervisors will be sending a letter to Mr. Shermot.

 

Kenneth Stoudt made a motion seconded by William Klein to purchase an AED for the new township building.  Vote 2-0.

 

The Supervisors did not sign the Certificates of Substantial Completion for the new township building.

 

Fire Chief Mark Haas notified the supervisors the Fire Company is offering their help for the move to the new township building.

 

 

ADJOURNMENT

 

William Klein made a motion seconded by Kenneth Stoudt to adjourn the monthly meeting at 10:31 PM.
